During 2000 the economy of North Odisha was mainly dominated by agriculture. Although some industries which ware established after 1985, gradually getting sick and even some ware also closed. Huge number of young students, who ware completing their graduation from different Govt. & Aided colleges  were not able to get suitable engagement due to lack of professional knowledge and suitable guidance. Small agricultural land was not also providing any opportunity for those educated youth for their self employment. Some of youth taking step to start new enterprises through bank & OSFC loan for a better life, but most of the cases are getting closed due to lack of quality man power market availability. During such a critical period, Nirmal Chandra Dhal, who was working in a Public Sector Bank resigned from his bank job during 2004 with a goal to start one enterprise for generating employment through firm mechanization. Further one action plan was chalk out for development of local youth through need base education and to create an employment opportunity for them in different formal sector or though entrepreneurship. The journey was started in collaboration with local university i.e. Fakir Mohan University and concept of Balasore Institute of technical studies was conceived and was structured through Sikhya O Progati Charitable Trust. In addition to the core area of Teaching & training, Trust also emphasized on following fields from its first day of formation.
